The long-term (up to 30 years), non-recourse financing tool C-PACE can inject fresh capital into mid-construction deals and projects up to three years post-completion, making it a viable option for recapitalizations. 

Through the PACE program, commercial, industrial and multifamily property owners can take out loans to finance low-cost energy efficiency and water conservation projects through voluntary assessments made on a property. This would help property owners see significantly lower utility costs, said Lori Clark, senior program manager at the council of governments.

The finance market for commercial real estate is more complex today than it was five or 10 years ago, as traditional lenders have curtailed their activity in the sector. Fortunately for borrowers, nontraditional sources of debt and equity have come to the fore, and among these is C-PACE financing.
