C-PACE's legislative boom

C-PACE financing is picking up serious momentum across the country, with over 40 active states that continue to expand their programs, and more looking to join throughout the rest of the year. As more states recognize how PACE helps fund energy efficiency, water conservation, renewable energy, and resiliency upgrades, adoption is only growing.

Here are some of the states that updated/adopted legislation recently:

North Carolina

  • The statewide C-PACE program became officially active in early 2025 with counties starting to opt in.

  • We’re already seeing a strong pipeline and believe that North Carolina could quickly become a top C-PACE market this year.

 

Hawaii

  • Hawaii C-PACE was signed into law in 2024, making the program officially active. C-PACE was passed to support the state’s push for 100% renewable energy.

  • Condominiums are now considered PACE-eligible in Hawaii.

 

Georgia

  • Georgia’s program was expanded beyond just Fulton County (which includes Atlanta) to include the entire state in 2024.

  • Updated its C-PACE program to make it easier for property owners to use. Atlanta’s PACE administrator, Invest Atlanta, updated the city’s program guidelines, which were historically difficult to close under.

  • Streamlined the process and clarified guidelines to attract more interest.

 

Florida

  • Strengthened its C-PACE program with better eligibility rules and a smoother process.

  • Tampa/Hillsborough County opted into the statewide program and are now accepting PACE projects.

 

Texas

  • Recently updated its guidance to expand access to PACE:

    • higher LTV, less stringent savings requirements, and increased repayment flexibility.

    • We expect these changes to significantly increase interest in the state’s PACE program.

 

New Jersey

  • Launched its C-PACE program in 2024, catching up with the rest of the mid-Atlantic.

  • Designed to support sustainability, fair wages, and economic growth.

  • Should help property owners compete with neighbors like New York and Pennsylvania for tenants, talent, and higher rents.

 

South Carolina

  • PLG is working with state leaders to get C-PACE legislation off the ground.

 

Iowa

  • PLG is helping push legislation forward that would create an active program in the state, bringing Iowa in line with neighboring C-PACE states like Minnesota, Wisconsin, Illinois, and Missouri.

 

C-PACE is spreading fast, and PLG is leading the way, financing major projects like the 444 S. Flower office tower renovation in LA, The Stella multifamily conversion in Minnesota, and the construction of Gateway Production Studios in St. Louis, Missouri. With strong bipartisan support and growing awareness, C-PACE is set to keep expanding, bringing big benefits for businesses, local governments, and the environment.
