US Virgin Islands Pass C-PACE Legislation Amidst Program Growth

The US Virgin Islands passed C-PACE legislation earlier this month, paving the way for increased investment in the territory’s clean energy and hurricane resilience. “We’re particularly glad to see C-PACE become available in the U.S. Virgin Islands," PLG COO Bali Kumar said. "As extreme weather events become more common, increasing access to flood mitigation tools, wind resilience upgrades, and seismic countermeasures is a valuable investment in both residents of the USVI and the islands’ tourism industry.”

The U.S. Virgin Islands joins over 35 states that have passed C-PACE legislation, with substantial growth from both new programs and program expansions expected in the next 18-24 months. In the first half of 2026 alone, Alabama and Vermont's programs came online, New York City updated its program to include adaptive reuse projects through an embodied carbon provision, and legislation passed to expand New York’s statewide program.
